I have a nasal-sounding voice, could it be a deviated septum?!

Question: Not to sound stupid, but I can't even blow up a balloon unless I pinch/hold my nose closed!! I don't understand? Why is this? Serious answers only please... I feel stupid. How do you know when you have a deviated septum, and what kind of doctor do you go to for diagnosis? If not D.S., what else could it be?

A deviated septum does not cause air to escape through the nose; it will actually BLOCK the air from travelling through the nose.
Velopharyngeal inadequacy refers to the state of the velum (soft palate) that is either too short, or has poor movement. Because of this, the soft palate doesn't form a seal with the back wall of the throat (pharynx), thus allowing the air to escape through the nose while speaking, blowing, or swallowing. I'd bet you have problems sucking through a straw, too, particularly if the liquid is thick; a milkshake is an example.
It is called "velopharyngeal insufficiency if the soft palate is too short, vs having poor movement alone.
This can be caused by a submucous cleft palate; i.e., when ther is a mucosal covering over the secondary palate. This can be identified, usually, by a bluish line seen in the midline of the palate. A bifurcated uvula (two dangling pieces of tissue hanging from the soft palate, rather than just one) can also hint at a submucous cleft.
Velopharyngeal insufficency is sometimes observed after having adenoids removed.
See an ENT. He/she can use an endoscope threaded through the nose to check you.

Either deviated septum or pueberty

yes

I would try a ENT. ear nose and throat DR. Have you tried out webMD, I have sinus problems they have a symton checker plus just tons of info and I just watched a video on that, good luck
