a really good moisturizer...more than likely cocoa butter would be your best bet and they should appear softer over time and less noticable.
Just about every woman has lines like that, they develop from creases in the skin of the neck and are called rings of Venus.
You can't get rid of them, they are like stretch marks, but if you moisturise often or use cocoa butter or something it could help them fade a little.
You don't indicate what kinds of "lines" you're talking about, so you should seek out a dermatologist's advice (exactly how many times - - much less how! - - do you look at your neck that you are so concerned about it???).
