It sounds like it is linked with your thyroid, I'd go to docs for blood tests and see what they show up. If all is OK there, and you have tried the usual dandruff shampoos, ask if you can try betacap. It's a steroid lotion for your scalp, but you only need use it sparingly, I've found I only use it when I have a flare up, maybe once a fortnight. I know how much an itcy scalp can get you down, been there. For your skin, try drinking plenty of water and use e45 cream, it's the only thing that seems to help me.
Could be dandruff. A good dandruff shampoo should sort it.
If you have crusty kind of lumps it could be cradle cap. This is normally found in babies but adults can get it too (I had it once).
Make sure you wash out shampoo and conditioner completely, as this can also be a cause, especially as it's on your neck too.
Failing that, and since you had problems with your thyroid, nip to your GP and ask them, they should help and find your problem!
