How can a non-smoker safely live with a smoker?!

There are many air purifiers out there. The best is the Ionic breeze (it is expensive tho, about $450). It remove MANY impurities in the air including smoke. It also doesn't have expensive filters to replace.

However, the safest thing is making the smoker go outside or set a room aside for him/her to smoke in and put the purifier in there.

try not to be around them when they smoke to avoid second hand smoke, and try to get an air purifier to help clean the smoke air

The smoker can go outside to smoke, or in the garage, where there's a chair and table with ashtray on it.
Might as well go the whole way and put a TV in there too.

the best way is to try and encourage the smoker to quit, this is the only way you can clear the air and it will benefit their health aswell

The best solution would be for the smoker to go outside, with doors and windows closed behind him/her.
However, maybe you could designate one room in the house for smoking, that's not a communal room, like their own bedroom or office. Put an air purifier in that room, keep a window open or a fan on to circulate the air.
