I'm still amused by how few people on here use Google, Yahoo search, or Wikipedia? Practically all questions (other than opinion) can be answered easily through both of those. Just a thought, as I notice many questions on here from others are just as easily answered (and usually answered incorrectly by many).
Leprosy and Vitiligo are absolutely completely different things. One is a disease, the other is a condition. Like comparing apples to dog food.
Having said that... there are several sections that mention leprosy in the Bible indeed. I have included links at the bottom for you to check out for more information. There are several conflicting ideas of true leprosy, compared to what's described in the Bible, so that ought to keep you busy for a while.
Definitions:
1) Leprosy - A chronic disease caused by a bacterium. Contrary to legend, and Bible stories, it does NOT "cause body parts to fall off." It is also different from "tzaraath", a malady described in Hebrew scriptures, wrongly translated as "leprosy." There are cures now, but they come with potential issues.
2) Vitiligo - A chronic skin condition that causes depigmentation, resulting in irregular pale patches. The Curse of the White Man (that's a joke). Actually, it can affect people of any race and color, and possibly animals as well. There is some evidence that it is caused by a combination of auto-immune, genetic, and environmental factors. Half the people who get it, do so before their 20s. There are a number of ways to address the issue, although no cure for the underlying cause.
