What should i do, i have dry, tight flakey cheeks?!

Question: i have combination skin.
my cheeks are tight, dry and really flakey...it is really obvious when i wear liquid foundation and it is rough so the foundation doesnt spread evenly.
what should i do?
these are the things i use:
almay or clinique liquid foundation,
Dr. Wong's Medicinal Sulfur Soap,
oily of olay complete all day moisturizer,
water & baking soda as a exfoliator.
