Are rogue cancer cells considered stage four cancer?!

Question: Say a person has been diagnosed with a type of cancer. They fight that, "beat it" and a few years later the doctors have found that there are rogue cells from that cancer elsewhere in the body, like say the kidneys or liver.
Would that be considered stage four cancer?
