Its a very difficult question... in the western world we all know the best way to prevent the transmition of HIV is to use a condom during sex, and not sharing needles (The pill does not stop Sexually transmitted diseased).
However, where HIV & Aids is most prevalent (third world countries), condoms are not really the answer. The women in these countries often do not have a choice when it comes to sexual intercourse - many are raped repeatedly. So much so that it has become their way of life. A seperate method needs to be introduced to stop this. I believe there was a vaginal lubricant that was being tested - this could be an answer.
We need to stop the spread of HIV.. Bit difficult with various religions intefering, and backward governments who try to deny their people have the problem..

DO NOT have unprotected sex with a new partner until you are sure of there sexual history. No doubt some ignorant VD infected "shell suit dork" will give my answer a thumbs down rating. (sigh)

Scientists are working on a vaginal gel that women can use but I do not think it is in production yet.
The AIDS virus cannot live in a very acid enviroment ; the gel works on this principle.
But for now, condoms are the best solution.
Educate the masses worldwide. Spend lots more money on AIDS research instead of hightech weaponry.

In the past we never heard of Acquired Immune Deficiency Syndrome (AIDS). Today we are frightened by the deadly desease.
When all of us are educated on AIDS, no doubt, we will jointly stop, arrest and lock up AIDS in a police cell!

People HIV positive in United Kingdom
among the 5,848 people whose ethnicity is known,
39% were white, 2280.72 of 5848
51% black-African, 2982.48 of 5848
3% black-Caribbean and
7% of other or mixed race.
Summary:
while 0.003763% of white people in United Kingdom is HIV positive, there is 0.22% of black-african people living in United Kingdom is HIV positive.
In the end it gives 171.045 (I am not sure about this number) bigger chance to be infected with AIDS from black-african than white, either by sexual or needle-shareing activities.
I know from other sources that most of Hiv positive whites are gay.
So in short, if you do not want to have AIDS avoid sex with blacks, especially black gays.
PS: this is scientific not racist. So I am sorry if black people feel offended, but I know how to use condoms and how to get tested for HIV.
Oh this gives me idea, HIV testing should be free all over the world, especially in African and there should be global database of people HIV infected so they could not move to countries of lower HIV status.
I know it is cruel, but I think that people who have HIV should be more responsible,
I do myself tests every few months, why other people can't??
