Think about peanut butter in a balloon. The bulging disc is the balloon protruding a bit with the peanut butter maintaining the shape of the bulge.
The herniated disc is the balloon bursted, the peanut butter is now outside the balloon but still connected to the peanut butter inside the balloon.
The bulging disc is bad but the herniated disc is worse.
