Question: that resembled a glow stick. When you touch it to the skin it sparks like a small electric shock. She said it would kill the bacteria to prevent a breakout. Do you know what this thing is called and why it worked so well?

The electric current creates a flash of very hot air as it disappates into the skin, killing bacteria. Essentially, exactly as she says it does. I'm not sure what the name of the device is, though. :-/
