Lotin on dry arms?!

Try Cetaphil cream or Eucerin cream. Make sure it is the cream and not lotion, it is richer and thicker. You can also try moisturizing with Vaseline petroleum jelly, I know it sounds gross, but it is very good at moisturizing. Also, when she bathes, pat her dry lightly and apply the moisturizer on asap after she is out of the bath.

Sounds as though she may have eczema. You should take her to the doctor or a dermatologist for diagnosis. The condition is quite treatable!
