Can mentally challenged people be diagnosed at at adulthood(after 20 yrs of age)!

Some people are "low functioning" meaning they are not mentally retarded (IQ less than 70 or so) but they are impaired in comparison with average folk. Most college grads are usually around 120+ Advanced degrees are usually a little higher. Besides IQ one would also look at a person "global functioning" meaning how well they are able to handle themselves in the affairs of everyday living. "EQ" also known as a person's emotional equivalent would establish how a person relates to other people. All of these measures could be applied to person 20+ years old.
