It could possibly be a condition called keratosis pilaris. Here's some info to check out:

i think that you should go to the hospital and ask them if they have a solution. they might give you cream for your problem.

well, how often do you moisturize? i have dry skin by nature, and i have to put on moisturizer twice a day, trick is to find one that absorbs into your skin, so you don't look all greasy.

can't name any products to try though, just search around.

Kyrie, hospital is for people who are seriously hurt, don't need to go to the hospital for skin problems.

They'd probably not know what to do with it anyways(general practitioners and attending physicians are woefully ignorant when it comes to skin)

Are they very tiny bumps? Maybe just a heat rash

I read about this condition and it is caused by a vitamin deficiency but I no longer remember which one. Speak to a pharmacist or your doctor and he can tell you which over-the-counter or prescription medication you would need.

They're most likely eaither a mild allergic reaction to Soap, lotion, or the shaving cream you use. I wouldn't worry about it too much, unless it started affecting you with pain and such. Could use Make-up to cover it up until you find the source. Best of luck.
