Yes, but you should be well controlled and take good care to prevent infection. I have one and had no problems.
If you have your blood sugars under control I don't see anything wrong with it, as long as it's small, couple inches or so. No huge tats. I have 7 but 4 I had done before diabetes. I been diabetic 13 yrs, and since I've had it so long and am having complications I will not have anymore. One of mine did get infected but it was from the tat parlor that did it, not because of diabetes
We have to be super careful because we're more prone to infection, but sure, you can get a tattoo. Go to a reputable tattoo parlor who will sterlize needles and swab your skin with alcohol, not a guy that works out of his basement!
