How else could it kill them?

The 1% is the 1% of all known germs that can actually kill you!! It isn't healthy to be too clean, gives kids no chance to build up an immune system. I ate loads of dirt and I am still alive.

the 1% is just so that if you catch something after bleaching it, they can tell you they didn't make any guarantees about it killing everything.

if it killed 100% no one would ever get ill and the health sector would be out of business so they had to formulate it to kill just 99% to keep the billions rolling in (maybe) the DEAD bit is clearly for comedy effect.
