Poison Ivy?!

Question: If I touched poison ivy (it is winter) this afternoon after school, is it possible, about 4 hours later for there to be a rash coming on?
I got scratched by a stick today, and there is a bump around where I got scratched. In my nieghbor's backyard, they used to have poison ivy, but they claim that it got rid of.
If you do think it is poison ivy...what should I do at this early of a stage?

I would think that it would be best to just slap some lotion on it and wait until it grows bigger/starts to itch. If it does either, ask your parents (if you're still living with them) if you can have your doctor take a look at it. That's pretty much all you can do.
