Is mucus and phlegm the same?!

Question: I think mucus is clear and phlegm is thick and colored. But does mucus turn into phlegm. Are they coming from the same membranes? whats the difference?

Mucus is a healthy thing to have. When mucus is think or colored that means you have an infection. So basically phlegm is just unhealthy mucus.
