Over a lifetime, the person with tanned skin who gets frequent sun exposure is more likely to get skin cancer, especially since the SPF in the sunscreen is too low. While those with fair skin are usually more susceptible to skin cancer, if the sunburns a fair-skinned person suffers are only superficial and infrequent, the tanned person who commonly lays out will have highest chance of developing skin cancer.
The American Academy of Dermatology recommends 30 SPF for all sun exposure. Reducing sun exposure is the surest way to avoid skin cancer, and wearing SPF 30+ when out in the sun is the next best way to avoid skin cancer.
