First of all, get an exam to have a certain diagnosis.
Fordyce is not contagious. They are sebaceous bumps and perfectly harmless though may be of cosmetic concern to you. There is no OTC treatment for them, some men have had success with lazer treatments, and there is some anecdotal evidence that diet may play a role. These are also very common on womens labia and nipple tissue and nothing to be truly concerned about.
