Question: I know its pretty confusing but Ive noticed rarely on some guys with short hair that theirs like a wrinkle or fold of extra skin on the back of their heads. what is it and whats that called?

It's just extra skin. It allows people to look downwards. Without it, they couldn't bend their neck down without stretching their skin out. It's just that when they look straight ahead, you see it gather on the back of their head. Women have this too, its just that almost no women wear their hair short enough to tell.
