Rash can be diagnosed depending on its appearance and feeling. You may be allergic to certain household cleaners or chemicals at work if any.
I would recommend you apply any of the following, E45, Locoid lipocream, Petroleum Jelly. Once applied cover the area with a tight bandage. Try not to use your hands.
Also visit a dermatologist asap. You really dont want it to become infected.
Go to the doctor, and have your glucose checked. That is a symptom of diabetes.
