Perhaps there is some detoxification of brain tissues. But it certainly sounds like (dare I say the supposedly impossible?) rapid brain regeneration. But in the mean time, a cursory search of Medline shows that insulin plays many roles in central nervous system (CNS).

Paraplegia is generally a condition caused spinal cord damage. If the condition is only from swelling and the swelling subsides with time, then the paraplegia may go away. If the damage is due to a severed spinal cord, I don't think there is anything that can be done.
If it is related to a stroke, physical therapy can help regain some function on the paralyzed side.
