What causes the shakes and should we worry about it?!

Question: Non-drinker, non-smoker, has high blood pressure. If this person get excited they start to shake. Something as simple as a sudden noise can set off a mild episode lasting maybe 20 minutes. A bigger event like a fender bender can result in shakes, mild confusion, irritability, and near fainting. A major event can result in fainting. What causes this and is it something to be worried about?
