No, with decapitation death is instantaneous.

there was a book written about this called severance. it is a book of short stories.
well in many medieval cases severed heads have been seen blinking, as for brain function i gotta say you need a brain to blink but its gotta be nerves not just the person thinking.. "hey! i wanna blink right now!" so brain function i gotta go with no on that.

I would think there would be some involuntary nervous impulses in the seconds following but thinking is a function of being self aware which might be a bit more difficult without a head.
