Rash on her face?!?!

Question: My 16 year old little sister has a rash on her face and a little bit on her back. It's not acne, just irritated skin. We're gonna visit the dermatologist on Monday but what over-the-counter meds can we buy to heal these rashes? We're not even sure what caused them but I'm suspecting it might be bed bugs. Thanks!

Anything with the active ingredient Hydrocortison. Cortaid is one brand name I think.
