If your navel is pierced it could be that there is some nickle in the ring( same with belt buckles) you could be allergic to it
I get that and its from the buckles on my belt.
check your clothes and see if the pants(whatever) are the culprit. I had a pair of pants that every time I wore them the button rubbed my skin and produced the same thing. I had 3 pairs of just the same kind of pant and only the one pair rubbed me the wrong way.
put a gauze pad on it with some antibiotic ointment and it should clear up in a couple days.
You may have sensitive skin around that area. You have to be careful when wearing belts and choose the type of cloth that you wear. For example, if jeans make your skin itchy, then stop wearing them.
