Creatine won't work. There are only a few things I've heard of for low testosterone, but it really depends how low your levels are. You could take an aromatase inhibitor like DIM (diindolemethane--from cruciferous vegetables, you can find it in your vitamin shop), maca root powder (Peruvian plant with prohormones and DIM), lift weights (usually boosts testosterone), have more sex, lose weight (fat is highly estrogenic)., reduce your stressors in life, and get enough sleep. You may want to avoid plastic bottles, eat organics (less insecticides, which are estrogenic) and non-fermented soy products. Best of luck!

No, Creatine replaces broken muscle tissue, that way you'll be ready to work out longer and harder. It doesn't effect testosterone levels.

I'm not entirely sure what this has to do with diabetes, but if your doctors are suggesting that you go to a Mayo Clinic to address what is wrong with you I would suggest you take them up on it. A herbal cure more often than not will not fix anything, especially if they want you to go as far as to consider going to a Mayo Clinic. See what your doctors have to say and if you really are set on the herbal route then ask the medical professionals at the Mayo clinic what they would suggest in regards to which to take or if they feel it would even work for you.

Good luck!
