It depends on the type of ear drops and the cause of the tinnitus, and there are several possible causes. Tinnitus is the most common ear complaint there is and most is idiopathic -- no known cause. If, however, the cause is ear infection (otitis media) and the drops are antibiotic, then indirectly the drops will help if they clear up the infection that is causing the tinnitus.
If what you are asking is are there drops that cure tinnitus, then strictly speaking, no.
You can try it, but there isn't really much you can do about tinnitus. Having some background noise to mask it will probably be your best bet.
