it could be fleas, you would see them, mites, mange, or allergies. its best to take her to the vet so if its mange or something they can treat her.
Can't say why for sure.... Check for fleas. If no fleas just give her a bath. Sometimes just dirty skin makes them scratch and carry on. If she continues having issues you might want to take her to a vet. Try the reasonable stuff first to save yourself a vet bill. You can get any number of shampoo's for animals but you can use Suave with Aloe and save a lot of money with the same effect. Use the one application down the back for fleas and double check for ticks and if found remove them and then bathe her.
