Question: how come i cant breath or talk whenever i fall down about 1 meter from the ground and land on my back? is this normal?

your lungs have had the air knocked out of them....don't do that! it's dangerous!

First why are you doing that? It could be normal, just getting the wind knocked out of you, or you could be having a serious respiratory issue. I would suggest you seek the advice of a medical professional as soon as possible.
