Only, once the energy passes, it resets itself. There are a lot of different things that can cause them, but Down Syndrome itself does not. However, it is possible that your friend's brother has other things going on besides the Down's, like epilepsy. Seizures can be scary looking, but are usually harmless if they are being dealt with properly.
