You shouldn't have sex on an outbreak.
Condons aren't 100% on preventing any kind or type of STD.
In fact, there's only 100% way of being clean and such, but health class already enlodged that into your brain.. so..
I wouldn't advise you to have sex on an outbreak, be on the safe side, don't do it. and if you are unsure even after that, you should go see a doctor you are comfortable with talking to.

The quick answer is yes but you have a greater chance for spreading the herpes disease to your partner. If your partner knows that you have herpes and he does not care then go ahead.
