This is very strange indeed but there can be various answers to this. More than being allergic to girls it can be a pscochological reaction. This person could have a very low self esteem or don't have any sisters with whom he can speak at home and thus making him at ease when facing a
girl. This renders him to be shy until he starts to have slowly
the presence of a girl especially when he starts to relate to them. Thus a sort of phobia could result which manifests itself by breaking out in hives and stuff. This surely is not done by him for purpose though the mind could be acting like this to get the attention of others. I myself was grown without any sisters at home. The ones I had were already married and I can understand the feeling when first coming to speak and
accompany girls. Your throat could get dry and even stammer. I joined a mixed club where I started to be almost daily in the company of the opposite sex. This helped a lot to gain that confidence in myself and be at ease in the girls' company. So I think that he could be reacting because of such difficulties. IT is like when you start to read in public. I used to experience a very dry mouth in a short time and my
legs feeling like jelly. But by time you get used.
Another thing is that he could be allergic to any perfume or any make up that girls usually wear. He can't be allergic to all
perfumes and make up and to find what he has to test himself by elimination. One has to find out what can be cause so that he keeps away from it .Still I think that most probably it is more a psychological result. He could search professional help who surely can understand his situation and instruct him to start fighting this problem. If you are a real friend of his you could help by suggesting this to him. Being in high school he surely has to mix up with girls and the more he progresses in his studies the more he has to face this. Getting rid of this problem of his will surely helps him socially. Spmetimes it is really strange how the mind reacts to even futile things making us being afraid of even simple things. I know of ones who are afraid of cheese and won't stay there if they get to know that there is cheese. There is nothing strange at all and we can't fully understand our minds and how it reacts.
Be of help to him and encourage him to seek professional advice.
Good luck and God bless you and him.

he gets stressed out around girls and thus breaks out in hives

It isn't an allergy but a physical manifestation of stress, when certain people get too nervous they can break out in hives. The only other possibility is an allergy to perfumes.

haha..... hes probably allergic to PERFUME.... not girls!

it is not an allergy but a reaction to the internal stress he feels. However the symptoms do show up the same and will make him feel uncomfortable.
He should see what happens when he is with a friends much younger or older sister 9 ie someopne he would not be attracted to) and practice just talking to andbeing around girls to build up his confidence.

It may not be an allergy to the girls themselves but it could be a form of anxioty that has a physical maifestation upon him.
There are other things too he could be allergic to any number of products that they are using; perfumes, detergents, fabric softner, body lotion and even hair spray. Heck I had went through a series of oral alergic reactions with one lady I used to date. This was until we found out I was allergic to the disolving breath strips she was using to freshen her breath just before she let me kiss her.
Lastly this could also be a chemical reaction basied upon any combination of the factors listed above. No single stimulus causing the reaction as a whole but then the right combination are assembled, he gets exposed to the reaction then.
