Yes and no. It is possible to draw blood and see if you have anti-bodies to Chlamydia (the STD or other infective types-- you can get Chlamydia pneumonia-- not an STD). This is true of any disease. Your body makes antibodies to different viruses, bacteria, etc...
Most commonly, you are tested by direct swabbing of the genitals for the STD. Its far easier, far cheaper and way more accurate.
It is possible, to detect the antibodies you make against Chlamydia in the blood, but this would be very expensive, senseless, and a very non-specific test (it could be positive, but not mean you have or had it). Even so, the blood test would not actually prove you HAVE chlamydia, it would just support the notion that you have contacted it at some point.
You would not notice the actual bacteria in the blood. It is a local infection in the case of the STD
