The occipital lobe is contained in the lower-rear portion of the brain. If you were to be whacked with a sap properly enough to put you out, when you come to, your vision would be blurry and you may feel ill. If you are whacked hard enough to end up with a fracrured skull, then permenant damage is highly possible resulting in blurry vision, loss of depth perception...many different things.
Where this particular indentation is concerned, I would ask a pherenologist about it's locale and depth. We all have bumps and valleys on our skulls.
Thier poor vision is more likely due to the shape of thier eyes ~ far sighted or near sighted ~ or something wonky with the interior of thier eye, perhaps even the optic nerve.
If the person is merly near or far sighted, it's the shape of thier eye. JPeople get Lasik surgury to correct this, but the procedure only resurfaces the cornea, much the same way you would grade a lump out of your yard with shovel and rake. The true problem lies in the shape of the eye; caused by the muscles that hold it's shape in the first place.. It is possible, in some cases, to "retrain" the muscles of the eye and reduce or dispell far / near sightedness but this is the exception and not the norm.
As for thier fear of driving, IF thier vision is so poor as to be only marginally improved by corrective lenses, then they are justified in thier fear of driving; otherwise, they need to get off thier butt and get over thier fear of being behind the wheel with lots of drivers education and lots of practice. I reccomend intermediate driving schools followed up with professional driving schools on par with what a C.T ( careet trainee) with the F.B.I wfould recieve. Being able to drive this defensively will inspire great confidance.
These schools are numerous, if you look around carefully enough. If there is no visually related reason for this person to be afraid of driving, there is no excuse for them to have to be chauffered about by someone else. There are far more worth issues in life to be worried about.

yes and you should see a neurologist as soon as possible. He will probably order an MRI or CT scan to check what damage occurred. Some brain injuries/head injuries may seem harmless in the beginning but actually have the ability to develop into a more serious injury.
