My first thought is a cows milk protein allergy or intolerance too. a true lactose intolerance is actually quite rare (often people are only temporarily intolerant to it from antibiotics or tummy bugs). I would recommend speaking to a paediatrician to get onto an elemental formula (amino acid based, containing no proteins) such as neocate (or your country's equivalent). our 6 month old suffers from a dairy intolerance also, and has improved greatly since starting the hypoallergenic formula. He doesn't drink much at all (only approx 600ml over 24 hours) but weighs nearly 10kg, so gaining weight doesn't always mean that nothing is wrong. she could also have some motility issues that prevent her tummy from emptying as quickly as should, but a lot of that is just waiting for the digestive system to mature. I would definitely recommending speaking to a specialist though, as that much regurgitation isn't 'normal'.

be sure to give her water, 1oz, to keep
from being dehydrated

I was lactose intolerant too up till 6 years of age but i still prefer the refreshing taste of soymilk too regular milk, but i think it's nothing to be concerned about because when i was young i would often spew up my lactose free formula milk. I think it's because babies often have the tendency to drink liquids quite quickly and if you drink soy milk fast a pungent, repulsive taste will form in your mouth and this is probably why she is spewing it.

If she is gaining wt she is not bringing up as much as it looks like. Maybe she needs to be burped more frequently. Some babies just take in a lot of air and have big burps...bringing up milk. If she continues to eat and gain wt. well and is not obviously uncomfortable after feedings...then just " dress for the occasion" and have patience. This kind of spitting up is not significant and she will get past it. I spent over 25 yrs as an R.N in an intensive care nursery and have fed thousands of babies..some kids are just spitters, and there really is nothing "wrong' with them...but it sure is messy!

In the end, formula of any sort is not a natural product so there are always going to be some babies who really do not react well to any of it. Breastfeeding is the only way that you are going to completely fix that kind of problem and yes it is possible to go back to breastfeeding if you have stopped. Even if it has been months. If for whatever reason you are not willing to make that commitment or that is not a possibility for you I would suggest a new dr. The key thing to look for in a pediatrician is willingness to listen. You know when something is not right and when you tell them that they should be willing to look into it. I do not know much about types of formula but I am sure that if you really cannot breastfeed there has to be something better than whatever it is that is making your baby spew. Find a dr. that will listen to your concerns and work with you to find a better option.

How old is she? My daughter had trouble until about 9 months....also, make sure you burp her often during the feeding

as I have discovered with my son, if the child is allergic to cow's milk, a lactose free formula wont do anything to help cause while it doesnt have the lactose its a protien in the cows milk that he is allergic to. With my son we went through a million formula's and eventually he was put on elecal, it is the only non allergenic medical food, its what they give people through feeding tubes. He didnt like it soI changed it to just plain rice milk.

My son is allergic to everything though, cow's milk, eggs, wheat, soy, corn, codfish, peanuts, walnuts and pork, thats just what we know so far.

Good Luck, you could also try thickening the feeding with some rice cereal, since my son also has reflux thats what they told us to do.

Go to the doctor and stand there til you have an answer, they like to be in and out of the rooms, but these are out kids and if we dont say something who's going to?
