that is false. u can transmit it even if u don't have an outbreak but the chances are like 2%, compared to when u do have one or have symptoms of one which would be pretty much 100%.

Although rare, you CAN transmit herpes w/o a breakout.

This is not uncommon. I have heard about doctors saying all sorts of incorrect things about herpes. Sadly, most doctors are not up to date on herpes information. Herpes is little more than a skin condition, and they do not consider it a health issue. There is little reason for them to update their medical knowledge of it. That is very old thinking! 20 years ago that is what was believed. Now they know that people shed as much as 20% of the time, even when they do not have symptoms. While an outbreak is the most contagious time, there are many other days when there are no symptoms at all. There is no way to know when someone with herpes is contagious.
