The friend who is insured should speak to someone in his doctor's office and find if they carry the vaccine which was recently recommended by the ACIP for adults 60 and older who have had chicken pox and have medical conditions that affect the immune system.
The uninsured friend can check with the local health department or free clinic and find out if they offer free or lost-cost shingles vaccinations.
