considering that most germs are one-celled bacteria... and the cell is the smallest unit of life... no.

But, if you're asking if germs compete and kill each other off, then yes! A good example is penicillin, which is a bacteria that we use to kill other bacteria.

Well it depends on what you call a germ. If you think of a germ as a living cell, then yes. there are cells that attack other "germs" additionally, germs are affected by viruses that invade and cause the cell to explode.
