Over-the-counter? I would say not to waste your money. Save your money and get either some prescription medications or some PDL (pulse-dye laser) treatments. You can get one full-face pulse-dye laser treatment for about $300 to $500, depending on what part of the country you're in. It will produce *far* more significant results than any barely noticeable results from something over-the-counter. A year's worth of over-the-counter washes and lotions that won't have produced much effect would pay for one PDL treatment, and the results of PDL can last for many years. Of course, some people don't have true rosacea and just have sensitive skin. Over-the-counter products are appropriate for these people. Eucerin has a redness-reducing line that helps for people with sensitive skin. Some effective prescription treatments for true rosacea are Finacea (probably the best prescription available) and Plexion wash, along with Nicomide (a prescription oral medication).
