Fluctuations in blood pressure are normal, and will change throughout the day. Your diastolic (bottom number) is normal, while your Systolic is an isolated high. This makes me assume that stress is to blame, although a high pulse pressure (the difference between the 2) can signify hardening of the arteries as well.

If I had to guess, I'd assume stress is playing a major role here. Hormonal fluctuations and any weight gain will spike your blood pressure as well.

Keep eating right, cut back on salt and processed foods, keep exercising, etc. I would assume that as a diabetic AND with high BP you don't smoke.

Sometimes a jump in blood pressure can signify kidney damage in a diabetic, so I would hope your doctor has ruled this out.

If your numbers remain elevated or increase, you may need additional or different medications.

only if your docter says so.
