How frustrating for you. You think you are trying to do the right thing by taking care of your skin, but instead you just get dry and flakes!
In the evening, don't wash your face in the shower. Do it at the sink and use a very mild soap. Make sure you use one without formaldehyde or parabens or lanolin as all three of these can cause skin reactions. Then use a lite lotion to moisturize. Once again stay away from the big 3 (formaldehyde, parabens, lanolin). If the toner is to close up pores, then after washing just splash some ice cold water on your face (I have a friend that always puts ice cubes in her rinse water).
Most people don't realize that many personal hygiene products are toxic chemical concoctions and they just slather them on the largest organ in our body our skin! I am going to give you an article to read about formaldehyde (and its dnagers) and a link to some skin stuff that doesn't have those nightmare chemicals in them. Maybe you can find it at the store by you.
Good luck and say good-by to those flakes!

Don't use the toner. You're making your skin too dry. Just wash it and then use a facial moisturizer. I really like neutrogena products.

No scented lotions for you A toner dries your skin as well usually they are based with alcohol Get a homemade type (organic) soap and do not scrub your face rinse well When you get up in the a.m. use a good lotion like Nivea nothing scented hope it helps I have sensitive skin and it works for me

Normally I would not even take this leap, but if your skin was fine prior to your move using these products, but only after your move did they become problematic, is it possible that you moved close to a cell phone mast, wi-fi antenna, or some other source of electromagnetic/microwave radiation?

Mystery in the Skin:

My skin changed when I moved into my current home, and I am located near some power lines. I even measured it with a gaussmeter, and the levels of EMF/RF in my home are high. If there is an ingredient in these products that your skin finds offensive and you expose yourself to EMR, the EMR exposure will only amplify that effect.

It could be an allergy, it could be that your skin is just highly sensitive. I have the same issues. Make sure that the water you're using is warm, not hot. Using hot water will dry out your skin even more. I use Cetaphil face cleanser, which is a non-soap, sensitive skin cleanser. I skip toner/astringent, and either use Cetaphil facial lotion or Cliniques' Dramatically Different moisturizer when I have the money. Stay away from lotions/cleansers with a lot of fragrance, that will just irritate the skin further.

after you use your toner you need to use a good skin cream one that is made for the face
the scented ones tend to have quit a bit of alcohol in them and dry out your face.
go to the drug store and get one that is just for the face
cetaphil is a good one and they have one that is non scented.
it is gentle enough that you can use it around your eyes
you might have to exfoliate the skin on your face as well
at most drug stores they have these great gloves or mitts that are slightly ruff so they gently take off the dead skin without hurting your skin.
