You have an infection. You'll need to go on a course of antibiotics and putting warm washclothes over the site will help. Don't freak out, you'll be fine with some antibiotics, but definetely call the doctor as soon as possible and tell them what is happening.

If it is as you described, you need to see a doctor. The earlier seen, the better. I could be a phlebitis, and if it has a red streak it could indicate that the phlebitis is maybe caused by infection. Has there been any injury to that area of your arm or hand? See a doctor before it gets worse.

Do a websearch for phlebitis to learn more.

I would definately seek a doctor's opinion on this one. If you have had anything pierce that vein (I assume you speak of the anticubital- large, biggest near the "crook" of the inner aspect of the elbow)- not that which vein it is matters at all. You most likely have come sort of infection, probably a phlebitis. If that's the case, oral abx will be ordered. If it is hard/sore there could be some scar tissue there... worse case is a bug bite with eggs!! (not kidding... it has happened!) Either way, I would let a medical professional take a look and give you their opinion! Good Luck
