Can't get air to my right ear?!

Question: For years I haven't been able to get air to my ear... I pinch my nose and blow, but my eardrum doesn't respond, instead, the air comes out my eye.

I think someone once said that I need a tube in my ear to drain the fluid. I don't want a tube in my ear becuase I then can't get any water in my ear, which happens every time I wet my head.

Any advice?
