Question: Dark elbows!!?

OKay my sister is light skin, tell like a soft tan, but her elbows are dark!.!.it sort of look like elephant skin! She's tried putting vaseline, heavy cream!.!.even scrubbing them! but nothing is working! What are some good products that can help!.!.!.I feel bad for her because she's always complaining her elbows!.!.thanks for all who answer!.Www@Answer-Health@Com
