Hi, I have this problem sometimes, don't know what causes it!.
Sometimes can be caused from shaving, that's if you do shave!.

It is probably from dry skin!. Try using a deep moisturizer or mineral oil after you shower and moisturize regularly!.Www@Answer-Health@Com
