That's a good question, and for the most part the answer is the obvious!. They will harvest, package and export as quickly as possible in case they feel a major change in law is coming!. Also, as it is their chief export and source of income, there may be a bit of 'looking the other way', and possibly even additional aid or incentive to get it done!.
I love and honor all of our American troops and understand if this is so, it's coming from a group of government and/or others in charge who are much higher up than our guys and gals fighting!.
Interestingly enough, the DEA here in the U!.S!. (Drug Enforcement Agency) have been cracking down on the drugs poppies are made from, nearly to the point of restricting 2/3 of American physicians from prescribing it period!. They now require every doctor to use a triplicate form when writing out a prescription for it in the form of the pain killers Hydrocodone and Oxycontin (Lortab, Vicodin), plus the doctor must report all names and info of each patient to them when prescribed!.

The increase in poppy production in Afghanistan following the fall of the Taliban is well documented!. The Taliban, being religious fundamentalists, derided poppy production and actively destroyed crops with very harsh punishments for growers!. This had a dramatic impact on the production!.
With the fall of the Taliban, the hindrance to growing was essentially eliminated!. While the US initially pushed Karzai to keep up an anti-poppy program by spraying fields with herbicides and paying farmers not to grow, political pressures and lack of stability ultimately led to a passive complacency!. The political pressure from his citizens, who in a war torn country, have a very difficult time making a living selling food crops!. Poppy production provides and order of magnitude greater return for farming!. Payments to not grow poppy were $1,250 per hectare compared to the $16,000 they could make growing!.
There is also evidence that the Taliban, no longer in power, without a major funding source, and determined to take back control of the country, is participating in the growing of poppy to fund their resurgence as they did during the Cold War!.
It is also well documented that the Northern Alliance grew poppies to fund their opposition to the Taliban!. The Northern Alliance is the group the US supported to help overthrow the Taliban!.
It has also been leaked that it was the CIA who opposed US strong-arm action to destroy poppy crops!. Historically, the CIA has supported opium drug lords and the Soviets accused the CIA of helping Afghanis smuggle out heroin to fund the Mujahideen resistance!.
