Why is my skin red and bumpy!?!?!

All my life I have had red bumpy skin on my upper arms!. In the past year it has spread down to my forearm!. The bumps are small pimple like!.!.!.but don't always have stuff in them (gross I know!.) People have really been noticing the redness!.!.I cannot count how many times people have asked me if I got too much sun!.!.!.!.my arms don't itch!.!.but sometimes they get really hot like a sunburn (when I haven't been in the sun at all)!.!.!.!.anyone have a clue what this might be!?Www@Answer-Health@Com
