Dogs and other animals have fur and feathers to keep them warm but all we have is some hair!.!.!.but not enough to keep us warm all the time!. The nervous system receives a stimulus (signal) and responds to it by goose bumps!. these goose bumps raise the hair up and and you begin to shiver!. this has to deal with the ages of cavemen as you know they are very hairy so they kind of use that as an adaptation !. so when it cold outisde they get goose bumps to protect them from the cold -they did not have enough clothing like us in the winter!. so the fur the fur makes them look like this puffy thingWww@Answer-Health@Com

WRONG- its too elevate hairs to be more sensitive to the enviorment

in cold places animals do this to be more alert to better capture food because the need is higher and the supply is usually lower
