absolutly it can, angiosarcoma is a cancer of the blood vessel itself!.!.!. Renal Carcinoma spreads up the blood vessels and leukemia is a cancer of the White Blood Cells!. Many cancers will met along blood vessels or lymph tracts!.
Just FYI it is possible to have cancer of the endothelial lining of the blood vessels, not common but possible!. Other answer is not wrong I just wanted to point that out!.Www@Answer-Health@Com

Blood vessels are only hollow tubes!. Are you thinking of a cancer of the blood that is INSIDE the blood vessel!? That would be all the forms of leukemia (cancer of the white cells)!. Cancer of the blood vessel wall itself would probably occur in the muscle layer!.Www@Answer-Health@Com
